Moving to a black community

Making this request on behalf of my friend.

She needs to move and commute into London so preferably would like to live on the outskirts of London (due to house prices) which is accessable by transport say 1hr travelling to central London.

As they have they just started a family they like to be in area where they are not the only black face.

Can anyone suggest any suitable areas?

If it's on the outskirts of London I would say West, North West London or North London. Harrow, Watford or Luton.

Those areas are still expensive.

Was thinking of areas like Stevenage, Welwyn Garden City, Letchworth Garden City and Hitchin.
