Thank you for your letter dated 26 July 2007, Ref: MZ/FOIA/206 and the attached Employee Ethnicity Analysis information.


1) You said, on behalf of the Housing Corporation, and I quote:

"The reasons why we believe that none of the Corporation's departments are institutionally racist are that all candidates for posts at the Corporation are expected at interview and through the entire selection process to demonstrate their commitment to equality of opportunity."


Does the Housing Corporation actually ask prospective candidates if they are Racist or not and keep a record of their replies?





2) You said, on behalf of the Housing Corporation, and I quote:

"Accordingly I enclose sheets showing ethnicity analysis of senior managers and ethnicity of all staff by department and grade for each of the last three years, so that you can make your own comparisons."


I have made an analysis of the data in a spread sheet program and examined the trend lines of White staff compared to BME (non-white) staff over the last three (3) years.

I have found:
no upward trend in any of the Housing Corporation departments of BME (non-white) staff whatsoever over the last three (3) years.


an apparently severe underrepresentation of BME (non-white) staff at the most Senior Management levels of the Housing Corporation over the last three (3) years.


a decline in BME (non-white) representation at the most Senior Management levels of the Housing Corporation over the last three (3) years.


a few higher level Housing Corporation departments that have had no BME (non-white) representation whatsoever over the last three (3) years.



Has anybody done an analysis of the Housing Corporation department data and had the same results as I have?

The analysis to date would justify a conclusion that the Housing Corporation is a suspect White Supremacist Racist organisation. Is there any further information you can provide to show otherwise?



3) You said, on behalf of the Housing Corporation, and I quote:


"we are satisfied that employees at all levels operate within the principles of our commitment to equality and diversity."


Who are the "we" in the above sentence?

Who exactly is responsible for that conclusion and have they seen an analysis of the Housing Corporation Employee Ethnicity data over the last three (3) years or more?

Please would you arrange for the correct person to send me the answer to these specific questions. Please would you ensure that no Racist staff answer these questions as White Supremacist, Racist Terrorist staff will try to lump all these questions together in an attempt to confuse the situation.

These White Supremacist, Racist Terrorists are responsible for the systematic abuse of the non-white community and are the cause of incompetent administration, stress in the work place, misappropriation of housing funds, premature deaths, domestic violence and gun crime on the streets.

1. Are any of the Housing Corporation departments Institutionally Racist which is the same as White Supremacist?

2. How many of the Housing Corporation Departments have the correct number of Black and Minority Ethnic staff in Executuve, Directorship and Senior Management positions?

3. What checks are in place to ensure that staff in Housing Corporation Departments are not members of Racist organisations?

4. Please would you send me by post and email the latest performance results of the Housing Corporation Race Equality/Diversity Scheme.

5. Would you please send me the 16+1 Ethnic Classification statistics for all Housing Corporation Directorship, Executive and Senior Management.

In answer to the five questions you are seeking information for regarding our approach to embedding race equality: Firstly, we would affirm in the strongest terms that MHP is definitely not institutionally racist or white supremacist and that we have every faith in the senior member of staff who you spoke to briefly in the lift at Edmonton. We take steps to ensure that our staff are made aware of their individual responsibilities arising from our Equalities and Diversity Strategy, policy and our Fair Treatment Statement. These key documents clearly set out our vision and our core organisational values for equalities and diversity across the partnership. In addition they stress the highest importance placed on everyone delivering discriminatory free, diversity-aware services in all our varied settings. Our staff have access to high quality training on exceeding our responsibilities under legislation and regulation, including delivering equalities and diversity aware services encompassing age, gender, disability, ethnicity, sexual orientation and religion or belief. We are working hard to make a real difference for our customers across these six key strands of diversity, including race equality. In answer to your second and fifth point: We complete an annual review of staff ethnicity across the partnership, which includes all seven of our business units and all their service settings eg schemes, offices etc. Robust scrutiny of this data is key to identifying any under-represented or marginalised groups within our workforce and at all seniority levels across the business. This work is currently underway for April 2006 * 07. This targeted work also forms an important part of our MHP wide Equalities and Diversity Action Plan. Our most senior MHP Board for example is representative of the BME communities we serve and our levels of BME staff across the business exceed that of the communities we serve.
> Your third point: Organisational policies and procedures are in place to take the strongest response to any discriminatory practice. We clearly have an obligation to ensure that all our employees act appropriately within the workplace and all of our policies reflect this. We expect staff to promote discriminatory free services which are inclusive and equitable in approach across all our dealings. Your fourth point: Housing Associations are not currently required to produce Race Equality Schemes and this responsibility is deferred to the Housing Corporation which is our regulatory and quasi-public body based in London. The Housing Corporation website has details of their Race Equality Scheme for the housing sector. Statutory or public authorities such as local councils and health authorities do have a responsibility however, to produce and publish a race equality scheme with performance results on their website.
