The Executive Secretariat of ECOWAS has been transformed into a 9-member
Commission headed by a President. The Commission is responsible for the
formulation of its own programmes and, subject to the oversight of its
governing bodies, manages their delivery. It operates in close
collaboration
with the other ECOWAS institutions and specialized agencies and centres.

Reports to: The Commissioner, Political Affairs, Peace and Security
Job Profile:
The job holder will be responsible for the development and design of
political strategies and initiatives to support the Commission's mandate.
He/she will provide the normal range of managerial skills to ensure that
staff members of the Department perform in an efficient and effective way,
and that they deliver the regular outputs needed at sufficient quality and
in a timely manner.
Principal Duties and Responsibilities
* Contributes to the future vision of the Commission through the
design, development and implementation of sound political strategies in
good
governance, conflict prevention, and peace building.
* Monitors developments in the sub-region with the view to proposing
feasible options for conflict prevention and resolution.
* Provides top quality advice on African and international political
issues to enhance the achievement of the Commission's mandate.
* Maintains close links with ECOWAS institutions and organs at the
operational level.
* Provides strategic direction to units and sections within the
department.
* Monitors and keeps abreast with emerging trends in the global
political terrain in order to ensure that the Commission's strategies and
programs positively reflect these trends.
* Collaborates with Senior Management and other Directors within the
Commission to support their efforts at organizational change and render it
as efficient as possible.
Academic Qualification and Experience
* Minimum of a Masters degree in Political Science, Development
Studies, International Relations or Law, with a minimum of 12 years
professional experience including 6 years relevant international
experience
and 5 years at the supervisory level.
* Demonstrated ability to develop and execute political strategies.
* Excellent analytical and editorial skills.
* Excellent knowledge of the workings within the Regional Economic
Communities, (REC's) African Union Commission and the United Nations
Organisation.
* Demonstrated networking ability, particularly with development
partners and civil society organisations.
* Excellent command of one of the three official languages of ECOWAS
Commission, namely, English/ French/Portuguese and a good working
knowledge
of one other.
* The ability to work efficiently in all the three official languages
will be an added advantage Good knowledge and practical experience in
using
the Microsoft Office Suite.

functional requirements.
* Good communications skills for influencing groups or peers and

Job Profile
The Management Information Systems Analyst is to function in a
participative, structured and professional manner as part of the Policy
Analysis and Strategic Planning Unit (PASPU) set up in the office of the
Executive Secretary to support the activities of the Commission. The
Management Information Systems Analyst is part of the team with a unit
coordinator, advising the Executive Secretary. In addition to all the
responsibilities mentioned below, the incumbent will assist to perform any
other tasks related to his/her area of competence as the Executive
Secretary
may direct.
Principal Duties and Responsibilities
. Formulate and implement strategies for a reliable information management
system in the Commission for the enhancement of the institution's
organizational performance and promote synergy with the other ECOWAS
institutions and specialised agencies and stake holders.
. Evaluate current and future information technology requirements of the
ECOWAS Commission and make recommendations on solutions to improve global
satisfaction, reduce cost and improve organization efficiency.
. Devise, implement and intensify the functionality of the existing
information/database systems and processes, including the institution's
intranet and internet facilities and portals for effective information
flow,
knowledge sharing and records management.
. Assist in planning the study of work and information flow and their
associated problems and make recommendations for improvement.
. Review forms and reports, and confer with management and users about
format, distribution, and purpose, in order to identify problems and
improvements.
. Help to evolve an in-house information flow policy and strategy.
Qualifications and Experience
* An advanced university degree in Management Information Systems or
Business Administration/Management Studies.
* Experience with IT management in a progressive, fast paced
environment.
* Candidates with additional qualification in Information Technology
will have an added advantage.
* A minimum of 5 years work experience in planning management
information systems in a large and complex organization or agency, whether
governmental, non-governmental agency, corporate, or international.
* Evidence of established personal network and involvement with
organizations or institutions of relevance in the management of
information
systems.

Nature of Employment
The position is a short-term, two-year appointment and renewable for one
additional year only. It is subject to an annual performance review and
attracts a competitive salary and benefit package paid from the ECOWAS

Reports to: The Commissioner, Administration and Finance.
Job Profile:
The job holder will be responsible for planning, organising, managing and
directing the programs and activities of the Finance Department. He/she
will
also be responsible for the delivery of all the financial aspect of the
Commission including preparation of annual budgets, annual financial
statements, management accounts, project accounts and the commission's
treasury. He will also manage financial relations with institutional
donors.
He /she will provide the normal range of managerial skills to ensure that
staff members of the Department perform in an efficient and effective way,
and that they deliver the regular outputs needed at sufficient quality and
in a timely manner.
Principal Duties and Responsibilities
* Supports Senior Management by providing broad financial strategies
in a changing and more complex environment.
* Interprets broad policy guidelines of the Governing Bodies and
advises and participates in overall policy formulation and review.
* Executes policies and schemes for the effective and efficient
management of the funds of the Commission.
* Manages a virile campaign to drastically improve the financial work
processes within the Commission.
* Provides practical solutions to problems within the department and
with other managers where questions of financial effectiveness are
concerned.
* Manages all the funds of the Commission, and assists the Commission
in managing the Community's own resources (Community levy) and the
preparation of consolidated accounts of the Community institutions.
* Coordinates the processing of expenditures, the monitoring and
auditing of the Community Levy, and the financial and material
contribution
of development partners and other income.
* Coordinates the preparation of the Commission's annual budget.
* Supervises the development of periodic financial reports to the
Commissioner of Administration and Finance, and other departments.
Academic Qualification and Experience
* MBA or a Masters Degree with a specialisation in Financial
Management. A minimum of 12 years professional experience including 6
years
relevant international experience and 5 years at the supervisory level.
* Good knowledge and practical use of modern accounting software is
essential as well as practical experience in using Microsoft Office Suite.
* Excellent command of one of the three official languages of ECOWAS
Commission, namely, English/French/Portuguese and a good working knowledge
of the other. The ability to work efficiently in all the three official
languages will be an added advantage.
