I haven't read this through in thorough detail myself, because i am at work, but the general gist is that if this law is passed the government will have the right to pass through laws which could impinge on our human rights. The actual aim of the law is to minimise bureaucracy but it could have wider implications. Given the horror stories that we have already had as a history not good....

is a little technical (not for the faint hearted) but there are also articles that should break things down a little better :

IS THIS THE DEATH OF DEMOCRACY IN THE UK?

Even if you have never taken any political action in your life, at least (so far) you have lived in a country where this is possible.

This Bill is apparently intended to take the headache and red tape out of legislating. However, if it becomes law, especially in its current form, it will mean that Cabinet ministers will be able to pass new laws or alter existing ones "by order" - in other words, because they feel like it. This can include creating new crimes, giving new powers to the home office or the police, re-defining existing offences, altering citizens' rights... the list is endless.

Among the few restraining factors are provisos that any new crime defined under it may not carry a sentence of more than two years, and that it may not be used to raise taxes. However, since this new Bill is not prevented from applying even to itself, ministers could potentially change it to enable them to do precisely those things, or even (taken to its logical extreme) to allocate ......(click on link for more info)

Well in the US they have 'Executive Orders' so I guess this is the UK's first step towarda similarkind of 'law making' process.

Respect

There are those who feel that the only way to ‘prove their own worth’ is by ‘devaluing the worth of others’. You will often find that a man who is compelled to measure his substance against the substance of another, has little of substance in the first place!
