Probably because all of the Jamaican produced ammo has been bought up by the US Defense Dept. Needed for use in Iraq.

With a murder rate like they had previously, it was only a matter of time before the bad men kill off eachother. Thegunmen couldn't breed enough replacements fast enough to keep up!
