Unfortunately, Black folks need that European money. So many Caribbean islands depend on tourism that your suggestion is not an option - at least for now. In Mainland Europe, it is very common for right wing fascist political parties to hold the balance of power in weak coalition governments. The proportional representation mechanism produces many hung parliaments which then allow fascist elements the opportunity to establish footholds and wield great power within the process.

As a result, there seems to be very little will to tackle racism and prejudice in these countries. In fact, many of these governments are themselves openly racist and extremely hostile to any initiatives that promote good racial practices and relations.
