United States is seen as the sole superpower left in this world. They can't take Aid from other nations because that would be seen as a mark of weakness, plus Cuba is Communist by nature, so USA is against Communism, as they prefer a Free market Economy.

New Orleans is not a heavy weight in terms of money and generates less money than most states. However, New York is the financial capitol of the world, and holds a significant dollar value compared to other states, so when 9/11 happened U.S government reacted quickly in getting the city running again. My friend joked saying that if New York were hit by an atomic bomb, people would have to go to work as soon as possible. Which is no joke then your looking at things on a global scale?

such matters are judge sorely in terms of money and how much it will cost the economy in the long run. if you don't believe me look closer at home. the north of England got hit with a massive flood, last weekend and this week too, that some financial experts put in excess of 1 billion. Now think about it for a second, would the U.K government be so reluctant to react so slowly if say London got hit or Dover?? No, and they would not blink their eyes even if the damage was as high as 100 billion.
