White Supremacist Racists are responsible for mental illness.

Hackney Council is being investigated for the suspect infestation of White Supremacist Racist saboteurs.

Dear Tim Hannam - Corporate Director of Finance and Resources,

Thank you for your reply.

Please would you clarify a few points.

1) To question one (1) please would you answer "yes" or "no" so that there can be no misunderstanding.

2) Thank you for the spreadsheet. It was very helpful. Please would you re-send the spreadsheet this time including details of the relationship between staff grade and ethnicity each year since 2002 to date. This way we can see how things have improved, or not, for Black /Non-white staff in Hackney Council.

White Supremacist Racists thrive where there is poor management of Race Equality Schemes.

We must all work together to ensure that White Supremacist Racists are not active in the decision making process impacting on the movement of resources that are needed by and due to Black /Non-white people.

Thank you for your cooperation.

Kind regards

Dear Mr Lynch

Thank you for your email sent on 15th July 2007. I am writing in response to this email which you asked to be treated as a Freedom of Information request.

You asked if there has been a Race Equality Impact Assessment for the Forward Plan item FR 09.02.07. This item is the June 2007 Overall Financial Position report to Cabinet in September. The Overall Financial Position report is a monthly report to the Cabinet which tracks the spend to budget position of Council directorates relating to both revenue and capital expenditure. It is purely a tracking report and as such does not require an EIA.

In your email you asked 5 additional questions to the one above, below are responses to these questions.

1. Are any of the Hackney Finance and Corporate Resources departments Institutionally Racist which is the same as White Supremacist?

All Hackney staff members are asked to agree to and sign the Council’s Code of Conduct at the start of their employment. This Code of Conduct specifies that staff must ‘Never use your work to further the aims of any group whose ideas are in conflict with Council policy (e.g., a fascist organisation)’.

In addition, all departments are committed to the Council’s Equality and Diversity Policy and equality related plans, such as the Race Equality Scheme. Each Directorate has a Diversity Equality Implementation Group, which monitors their departments’ progress against equality related objectives and helps mainstream equalities throughout all our services.

2. How many of the Hackney Finance and Corporate Resources departments have the correct number of Black and Minority Ethnic staff in Executive, Directorship and Senior Management positions?

As part of the Best Value process, all Local Authorities must report on the percentage of Black and Minority Ethnic staff who are in the Top 5% of earners on an annual basis. Our latest figures show that just over 30% of our Top 5% of earners are from BME communities. The BME population for Hackney as a borough is approximately 40%. Whilst our figure is slightly lower than the Borough’s population, our performance is in the Top 25% of all London Borough. The attached spreadsheet gives more information on the breakdown of the staff in the Council.

3. What checks are in place to ensure that staff in the Hackney Finance and Corporate Resources departments are not members of Racist organisations?

As stated in response to question 1, all staff must agree to by signing the Code of Conduct at the start of their employment. The code of conduct is specific in that staff should do nothing away from work which might damage public confidence in the Council or make them unsuitable for the work they do. If a member of staff behaviour breaches the Council’s Code of Conduct they would be subject to disciplinary procedures and their continued employment with the Council would be at risk.

All senior members of staff must also complete and sign a Declaration of Interest form. In addition, some posts require a Criminal Record Bureau check before starting.

4. Please would you send me by post and email the latest performance results of the Hackney Finance and Corporate Resources department Race Equality/Diversity Scheme that show how it is monitored, managed and evaluated with information about the distribution of Black and Minority Ethnic people in comparison to White people at all levels of management.

Our Race Equality Scheme is available on Council website at

http://www.hackney.gov.uk/index.htm/xh-yc-...lity-scheme.htm.

This autumn the Council will be consulting with local BME organisations on revised targets, which will be finalised in March 2008.

As indicated in question 2, approximately 30% of our Top 5% of earners are from BME communities compared to 40% in the Borough. Overall, BME staff make up approximately 41% of our workforce. I will ensure that you receive a copy in the post as well.

5. Would you please send me the Hackney Finance and Corporate Resources Organisational Chart (management structure) including job titles and ethnicity. Please apply the Freedom of Information Act where and if necessary.

The top management structure with job titles and names can be found on page 5 of the Council’s annual report which is available on the the Council website at

http://www.hackney.gov.uk/annual-report-07-pt2.pdf

It is not possible to provide details of the ethnic origin of individual managers as that would breach the Council’s responsibilities under the Data Protection Act.

I hope that this answers your questions

Yours sincerely

There needs to be jail sentances for the Einstein's that allowed this to happen

Or at least career damaging dismissals

And here is the tragic case of Ntsimbi Galtricia from Barking. Another example of the liberal, largely white managers of the NHS and Social Services failing to take prompt action through fear of accusations of racism. Both Vivian and Ntsimbi should have been sectioned and given proper treatment and maybe their children would still be alive -

Mr Zube: Disagree with you on two counts, in the Hackney case, I think Racism absolutely played a part in what took place.... I cannot believe that if the couple were white middle class, and the husband had raised the same level of concerns this black father had, that either he would have been threatened by court action or at the very least that the mother would not have been supervised for the first few visits. The arrogance of the social workers towards the father is just breath taking and o personally hope regardless of their colour that whoever took that decision is sacked and held accountable for that disgraceful behaviour.

In the Barking case, it is not fair without more insight into the timeline of events and what information was available to lambast the people involved in that case, for not sectioning her. Clearly her illness was not obvious and if she managed to persuade the doctors and workers present that she was well... and it is right if there is a doubt that people are NOT sectioned.. Where the mistake was made was not informing child services or ensuring that other factors were assessed...this is where they went wrong!!?

The Mental Health authorities are damned if they do and damned if they don't.

If they section a black person who is later found not to have needed sectioning.... they get blasted for racism.

If they don't section a black person who then goes on to commit a serious crime.... they get blasted for racism.

Catch 22.

Correct.

This is because of the problem of White Supremacist Racists in positions of trust and authority responsible for the management of resources that are needed for the existence, livelihood and development of people classified as Black / Non-white and the impact of these White people on the decision making processes about these resources that ultimately cause the unecessary confusion, suffering and death of people classified as Black / Non-white.

Clear?
