Whites living in social housing units fear that they will be discriminated against over black and ethnic minority communities, the government has said.

The Department for Communities and Local Government commissioned a report by the Improvement and Development Agency, which reveals that 21 per cent of white people living in social housing fear that housing decisions may be biased in favour of black and minority ethnic people.

The report warned that such fears damage social harmony and could lead to ethnic minorities being made scapegoats. Caretakers and housing officers have been asked to monitor tensions on housing estates and to report any serious problems.

Observers fear that such tensions could amount to a ‘time bomb’ that may result in deeper social issues if the problem is not tackled at an early stage.
