Westminster Council has announced a new range of measures to ensure that it is delivering first class and accessible services to its diverse citizens.
The council will launch specific engagement programmes with Black Majority Churches and the Lesbian, Gay, Bisexual and Transgender (LGBT) communities in Westminster. It is also commissioning a needs assessment for Muslim community organisations and will be working to deliver targeted training to local groups.
The aim is to strengthen relationships by supporting local leaders so they can work with the council to tackle a range of issues. For the Muslim and Black Christian communities in Westminster, the council will not only try and engage with those groups that are already known to it, but will also seek out new and “hidden” groups.
They will be encouraged to join with established interfaith and intercultural networks, such as the successful Faith Exchange. The idea is to encourage mutual understanding and co-operation, whilst ensuring that different needs are being met. For the LGBT communities, the council is committed to a period of consultation over the summer, before producing a new engagement strategy in December 2007.
This will include priorities for action, identified by the communities themselves. As part of this initiative, the council has also joined the Stonewall Diversity Champions Programme and will also be assessed in 2008. The Leader of the Council, Sir Simon Milton, said:

We will enhance community relations, encourage active citizens, unite neighbourhoods and understand diverse needs whilst promoting common aspirations."

Promises made by White Supremacist Racist infested organisations are worthless.
Organisations that have not addressed the problem of Institutional (Organised) Racism are in no position to make promises.

13. What is a promise of fulfilment insurance?
A promise fulfilment insurance scheme involves the collection of a small premium or proof of commitment to White Supremacy from believers (investors) to apparently protect them from losses arising from the closure of a racist organisation. Institutional Racism promise fulfilment insurances can distort the risk-reward decision making process and therefore the effectiveness of market (political and religious) discipline to ensure that racist organisations are well managed. As a result it is almost always aimed at protecting only doubtful believers (small investors) up to a certain amount. Provided it is well funded and can fulfil promises to doubtful believers (small investors) quickly and efficiently a promise fulfilment insurance scheme can be of great value in improving confidence and reducing hardship in case of a racist organisation failure. It should be remembered however that large stakeholders in Institutional Racism are still expected to assess the risks of promises (projects) with racist organisations and the better they do their jobs the sooner they will be to withdraw their trust and faith in a particular brand of racist organisation at the first sign of trouble. A promise fulfilment insurance scheme will therefore not necessarily avert a 'run', coup or a take over of a racist organisation or prevent the need for a White Supremacist dictatorship. It does have the advantage that it makes the process of fulfilling the promises made to doubtful believers (small investors) so much more orderly, equitable and transparent.
