It will likely be symbolic more than anything else. Americans will feel slightly better about themsleves. The rest of the world will feel a bit less loathing towards the US ( not that things could be much worse at the moment ).
The situation in the Middle-East will ease slightly. Unlike Bush, the chances of Obama launching US airstrikes on Iranian facilities are close to zero ( he'll let Isreal do it instead, with unofficial American backing and hardware ).
They've already done it, with success:

Europeans will probably feel slightly less superior to the Americans. The French can bitch and moan about those racist yankie pigs from across the pond - but when was the last time an
Algerian was President of France? This will piss them off.
But other than that, it's business as usual for America. It's frankly too late for Obama to prevent the coming economic hardship of the US. Despite being a "superpower", America now needs to borrow $1.8 billion per day from foreign central banks, just to function. The value of the dollar has plummeted by 30% in only a few short years and oil has gone up in price by 400% since 2000 to a staggering $100 per barrel. This can't be changed. Obama has arrived after the fact. Nor can Obama change the truly disastrous trade deficit situation ($800 billion trade deficit last year alone.) Offshoring can't be stopped without starting a massive trade war with China (which the US would lose - the last time it started a trade war was just after 1929, with unfortunate results). And Obama certainly can't do anything about the subprime crisis that will ruin the finances of millions of Americans.
He may be black and he may represent political "change" on a cosmetic level, but things are in motion now that will rock America regardless. He could come from Mars - it still wouldn't make much difference. This Presidency is a poisoned chalice. Tony Blair knew exactly what he was doing when he let Gordon Brown take over - just as the economy was about to go on a long trip South. Now Brown has realised that his dream job at No 10 is a cancerous cocktail of unending bad news and dodging media bullets. Brown has handed the Chalice over to his pet poodle, Chancellor Alistair darling. Too late though, Brown is severely damaged. Similarly, Obama may look back and realise that his '08 victory was hollow. The Republicans and Bush team will get to leave office, just as the excrement created by an epic, ten-year debt-fueled binge hits the fan.
As for African Americans? Again business as usual. Obama has come too late to stop the tide of 20 million illegal Mexican immigrants who now outnumber black Americans across the South (taking jobs, welfare and political power as they grow in number by 2,000 per day). Bush has ensured that African Americans will never recover. The ship has sailed. Damage done. It's just a question of "How much can the damage be limited?".
If (and more likely
when) Obama wins the race for the White House, people will celebrate the dawning of a new era. But they will be in for a nasty economic surprise. Obama is being handed a live grenade.
