I hope not use smacking as a form of discipline with my children (I say hope), but if I did then the father could and possibly its grandparents, but it depends on their personality........someadultshit children out of anger/annoyance, thats not discipline IMO and I would not allow that at all.
I would allow other people to reprimand my children in other ways though..........so really the answer is no.
