Chief of Party
NigeriaChemonics International (http:\\www.chemonics.com) seeks an experienced chief of party for an anticipated, long-term, USAID-funded project in Nigeria focusing on policy reform. The project will address the policy environment, including major impediments to economic growth in Nigeria, through work emphasizing the budgetary process and procurement oversight; capacity-building for government institutions and civil society organizations; and implementation of policy reforms in key sectors. The chief of party will oversee the process of stakeholder analysis and policy advocacy, along with efforts to increase civil society participation in the policy process, facilitate the legislative and regulatory process, and promote accountable and transparent governance and structural transformations.

Qualifications:
- Advanced degree in relevant field
- At least five years of field management experience in Nigeria and other countries
- Demonstrated ability to manage and lead programs comparable in size and complexity
- Extensive knowledge and experience with economic policy reform, including trade capacity-building, facilitating public-private dialogue, national and state level budget processes, and poverty reduction and analysis
- Demonstrated ability to think strategically, to communicate vision to partners and colleagues, and to undertake high-level policy dialogue with a multitude of different stakeholders
- Demonstrated ability to integrate cross-cultural issues such as gender

IFC Private Enterprise Partnership
Senior Operations Manager, Linkages
Background
IFC executes a major donor-funded program of private sector technical assistance (TA) in the region covering Russia, Ukraine, Belarus, the Caucuses and Central Asia. At present over 200 staff are employed to carry out this program, which is managed from IFC's regional headquarters in Moscow. The objectives of the program are to promote direct investment in the private sector, build small businesses and financial intermediaries, and help improve legislation affecting the private sector. IFC's Senior Operations Managers report to the Director of the IFC Private Enterprise Partnership who is based in Moscow.
Job Description
“Linkage� projects form a significant part of the overall IFC program. Structured around big international / IFC investments in the region, the objective of “linkage� initiatives is to increase the involvement of local businesses in the supply chain. Presently “linkage� projects are operational in the European and Far Eastern part of Russia, in sectors ranging from automotive to gold mining to ICT. New initiatives are continuously being structured in collaboration with IFC investment departments.
Specific duties
  • Taking the lead in developing and setting-up new Linkage TA initiatives in close collaboration with the investment side of IFC;
  • Providing leadership and advisory support in all phases of TA operations, including problem solving on complex issues of implementation, aid coordination and fundraising;
  • Making significant contributions to development and implementation of TA strategy and policy formulation;
  • Working closely with the donor community in order to realize both IFC's and donors' strategies for private sector development;
  • Ensuring IFC's TA work reflects best practice in the region, in terms of both new initiatives and ongoing operations;
  • Ensuring the quality of portfolio performance management through project implementation, evaluation, and monitoring.
  • Building strong relationships with the staff and the programs of IFC and the World Bank Group;
  • Building strong relationships at a senior level with Government officials and especially with private sector investors and managers;
  • Overseeing Project Managers, reviewing performance, and building sufficient internal organizational depth to support future activities;
  • Working independently under general direction of the Director of IFC Private Enterprise Partnership while guiding and mentoring more junior staff
Qualifications
  • At least 10 years relevant working experience which must include the private sector and must demonstrate good knowledge of what makes businesses succeed;
  • Specific experience in supply chain management strongly preferred;
  • Graduate Degree in Business Administration or equivalent;
  • Strong track record in managing and motivating a team of at least 10 employees with proven ability to lead, organize, and delegate;
  • Strong written and oral communication skills, fluent English and Russian;
  • Willingness to live in Moscow, travel extensively in the CIS region, and periodically to Europe and the United States

SUDAN POLICY & ADVOCACY ADVISORThe Sudan Policy & Advocacy Advisor will provide policy analysis and help develop advocacy positions for CARE, focusing on promoting the successful implementation of the recently signed peace process and promoting the cessation of violence and conflict in Darfur.
Based in Nairobi, s/he reports to the CARE Director of Policy Analysis in Atlanta (CARE USA HQ) and works closely with the senior management of CARE's Sudan Country Office, East Africa Regional Management Unit, D.C. Government Relations Office, CARE International offices, and the UN Advisor to help develop coherent policy positions for the organization that are fully endorsed at all levels of the organization.
S/he will coordinate his/her research, analysis, and advocacy recommendations closely with the Sudan Advocacy Coalition, of which CARE is a member. S/he will interact with the media to develop and execute public strategies in support of CARE's positions and with officials of the Government of Sudan (GoS), Government of South Sudan (GoSS), Assessment and Evaluation Commission (part of IGAD to be set up to monitor peace process), African Union (AU) and UN bodies (including DPKO).
This job is a temporary, 12-month position. The position requires a sophisticated understanding of long-standing conflicts in Sudan, rebel forces, the UN, foreign government stakeholders, and civil society groups and their various roles in the peace process. The successful candidate will have a strong analysis and advocacy background and knowledge of the North-South and Darfur crises.
Requirements include:
  • a Master's degree or equivalent in public policy, international relations, political science, politics of East Africa, or human rights law
  • 3-5 years development, policy, or advocacy-related work
  • 3 years working in Sudan and/or or East Africa and conflict issues
  • ability to demonstrate credibility with external audiences and policy makers
