I think that just goes out to the people who are already christians as they already know what they should or shouldnt do.
The people who know nothing about the bible or GOD who violate that rule will be forgiven when they are baptized as they are starting a a new life.

Jesus speaks in Matthew about blasphemy against the Holy Spirit. He says, "All manner of sin and blasphemy will be forgiven man, except blasphemy against the Holy Spirit." Now this blasphemy against the Holy Spirit does not mean you lose your temper, shake your fist at God, and call Him names. That is certainly a sin, an outrageous sin, and it is decidedly blasphemy.
Even Jewish leaders accused Jesus of blasphemy by claiming that He was God, and of course, they would have been right to do so if Jesus is not actually God. He claimed to have the prerogatives of God--to forgive sin. As we know, Jesus is God.
However, blasphemy against the Holy Spirit is a perpetual, constant resisting of the drawing love of God's Spirit, so that you lose the capacity to hear the Holy Spirit. This blasphemy is also called "grieving away." Paul refers to "Grieve not the Holy Spirit, wherewith you are sealed." We can grieve away the Spirit.
Eventually, a person loses the capacity to repent, and therefore cannot be saved. They cannot be forgiven, because they cannot repent.
