Because Romans in the 1st century were hedonistic polytheists and the old testament was contrary to what they wanted to hear. Converting them was all about leaving bits and peices out and seducing them with the nice bits.

This is kind of true except for the seducing bit and leaving nice bits out. Paul had a balancing act to play.
It like a mixed race child, it might be african and european, it as to understand to cultures and the laws which governs those cultures that he/she might move amongst and between the two peoples without doing those things which might cause offense.
Paul became the vessel for which Christ would bring his message to the gentiles as he had roman citizenship and yet could claim is descent through the tribe of Benjamin. He knew the laws, customs, cultures of the two peoples.
When the argument for instance came regarding circumcision, Paul defended the gentiles, for the Jews thought it a requirement for the gentiles to be circumcized, but Paul told them such laws were not given to gentiles but that the law was given to the Israelites. It was something for them to observe not for the gentiles. The Gentiles were new to this and so different rules applied. Seeing Jesus is the gentiles Spiritual fatherand they knew no Fatherand no prophet ever sent to reveal God's oracles to them. They are engrafted into Israel spiritually, the circumcision is one that is Spiritual, circumcised in the heart rather than in the flesh.
What was happening was, God was about to go world wide, no longer just amongst Israel, but he was going global, to all nations and people in a way they had not been done before, and so certainlaws could not be placed on those people, especially the laws of Moses. Moses gave the laws to the Israelites it was for them to observe. Jesus gave the law of the Spirit to the world.
