I believe there is such a thing as a "just" war...or a just Cause for waging war.
Example:
One particular ruler orders his military to attack another country, on the basis of a lie which he andhis advisors invented...and calls it a "just" war against ____ism. Of course this is not just.
Eventually, other heads of state see that if humanity is to survive, this particular ruler must be stopped. So they unite and go to war against him. This would be just, in principle, because it's aim is to truly protect the world from a madman.

Yes I think that the idea that there is a concept of"just" war is a given.
Problem is any leader wether he is leading a just cause or not is going to claim it is just and use propoganda to assure his populace of that so both sides believe they're fighting a just war.

The end must justify the means but the means can affect the end, sometimes in unexpected ways. The means can obviate the end.
What about the interaction of economic and military warfare? What if one country is being economically victimized by another and responds militarily. Like the Chinese against the British in the Opium War. The just side lost however.

.........i thought the war of independance was started because the ruling class didn't want to pay high taxes....? ....
to define a war as just i first have to define what justice means.....
