I tend to only have this problem if i am quoting a post and put my response within the quote. Then it seems like i havn't typed anything and i get that message. I usually just put in the required number of full stops (as others do too).
That being said, if your response is less than ten characters long, then IMO you are just responding for the sake of it, not because you actually have something to say. A simple emoticon or punctuation mark (whether its a ? or a !) is open to too much interpretation and things tend to automatically get taken the wrong way. So it's best just to say what you mean.
Or just put in the required number of . ...

sometimes less is more. I'm not always a talky talky kind of person. I most times get straight to the point and that may require a ? or ! or

hmmm, is the site on a dedicated server? Could be some other issue tied up with that, like temp files created everytime someone interacts with the site/board. I can understand the spam issue. Still ... 10 characters?
I could even live with 5, but 10? That's discriminatory against quiet people who may have something important to say and may feel shy.

Dude, just use the ....... Hell change the colour so they appear invisible if you are really desperate to be seen to express yoursef in less than 10 characters!!

Meh... Its annoying but I can live with it, would be good to have more text allowed in a sig though, really wanted to have a M.X quote up in there but it wouldn't fit... five lines is way too short.

It's not as if we're talking about ten words here, it's ten characters, for Cliff's sake. If someone isn't talkative, they can always add a sign off line, like 'shamon', 'blessed be', 'inshallah'. I've seen people do that.
