Queen’s Speech is not noted for its prose, so it’s not a surprise that few people pore over the words. If you did, you would have noticed the anticipated legislation to reform Incapacity Benefit (IB) was wrapped up in the broader announcement of a Bill to “establish benefits which will facilitate a return to employment, while offering long-term support for those unable to work�.
This keeps the door wide open for the autumn Welfare Reform Bill to go beyond the much-discussed reforms to IB. It may signal an intention to change the rules on benefits for lone parents too.
