Depends.. all things being equal, low crime, safe neighborhood, etc. probably the all black one. If I had a familymost definitelythe all black because pedaphiles seem to run rampant in middle class and afluent white neighborhoods, so it seems.
I have experience of both and i can honestly say i would choose an all Black neighbourhood every time. it is what i grew up in and it is what i am used to. People should not necessarily equate a black neighbourhood with crime. I have never been a victim of crime, nor has anyone i know.
When i lived in the all white neighbourhood i just felt conspicuaous all the time. My sister felt as though she and her husband were being watched/stared at when they came to visit me. I have never been so glad to move back home!!!
I moved out of home to get the experience of living away while i did my course. I did not think the area i moved to would be the way it was. it is not nice feeling like a sore thumb or feeling very much a minority, . While i do miss my own flat, i do not miss the neighbourhood.

maybe my POV is a lil tunnel visioned since i was born and raised in a black neighbourhood so its all i know, but i honestly don't see any disadvantages to it. I would see more disadvantages if, as a black person, i was born and raised in a white environment.
When i was living in the white neighbourhood, i never thought "oh this is better than home because of xyz" or "i wish home had this, that or such and such".

i have lived in both at one time or another....i felt more comfortablein the all black neighborhood...even though my home was broken into more than oncethats all imma say on that...lol
Frankly having grown up in the inner city and now living outside, I've experienced both side of this question.
I would without question live among Blacks. Children need to relate with those more like themselves in order to lay a good foundationtowards self identity. On a daily basis we are force to coexist with every culture which Ilike. However Iunderstand the real world andwhat somemay think of me.
I want my little one to know that there are people who look like she does and can do anything that anyone else can. This is important.
With all the money in the world, I would invest itin the lives of those in need.
