In answer to your request.
Institutional Racism is the same as Organisational Racism which is the same as White Supremacy.
White Supremacy is an ideology based on the idea that White people actually exist and that White people are superior to non-white people.
There is no such thing as a White person in reality.
Those people in authority who have decided to classify themselves as White can also make the term 'White people' a reality in minds of people subject to their authority.
White Supremacy is only an idea and therefore has no power accept as it is exercised within a real-time, real-world system that can have a literal impact on peoples lives.
White Supremacist ideology does damage when it's principles are followed in real-world organisational systems commonly known as Institutions, Public Services, Private businesses, Teams, Commitees, Councils, Parties etc.
While it is impossible to tell if an individual is a Racist or not, unless of course that individual actually says so, it is possible to recognise a White Supremacist which is the same as a Institutionally Racist which is the same as an organisationally Racist real-world system.
White Supremacist Racist organisations are controlled directly or indirectly by people who have classified themselves as White.
We all can recognise a 'White person' because we have been taught to do so since childhood.
A person classified as White may consciously choose to be Racist.
A person classified as White who is ignorant of Institutional/Organisational Racism and how it works will support White Supremacy unconsciously as a result of Racist conditioning since childhood.
