Wouldn't the arming of political gangs lean more toward, 'civil war' rather than the complete chaos and disorder the rate implies? As said its difficult looking at crimes from the perspective of one culture in regards to another if the violence is politically orientated as it is then its not civil, orientated around drugs, theft or your standard civil crimes as they would put it. If it was J.A would be in turmoil but it isn't.
